New York State Homes and Community Renewal (HCR)
Major Capital Improvements (MCIs) are building wide improvements such as boilers, windows, and roofs. Tenants may submit a response to HCR to challenge and oppose a MCI application before the MCI rent increase is approved and added to the monthly rent.
