File a rent overcharge complaint for tenants in rent controlled apartments
New York State Homes and Community Renewal (HCR)
Information Status
Tenants living in rent controlled apartments who think they are being overcharged for rent can file a complaint with HCR. HCR may order apartment owners to lower the legal rent and refund extra rent collected based on a finding of rent overcharge.
Eligibility Requirements
Must be living in a rent controlled apartment.
Documentation Needed to Enroll
1) Form #RA-89C: Tenant's Complaint of Rent and/or Other Specific Overcharges in Rent Controlled Apartments OR online application through Rent Connect; 2) Evidence of rent overcharge.
