File a rent overcharge complaint for tenants in rent stabilized apartments
New York State Homes and Community Renewal (HCR)
Tenants living in rent stabilized apartments who think they are being overcharged for rent can file a complaint with HCR. HCR may order apartment owners to lower the legal rent and refund extra rent collected based on a finding of rent overcharge.
